An interaction program on ” Resource Mobilization, Allocation, and Distribution in Local Levels: Issues and Challenges” was hosted by the Institute for Strategic and Socio-Economic Research (ISSR) in collaboration with Pavilion Group at ISSR Office in Kathmandu on 12 April 2019. Capacity of project selection, planning, and implementation in the sub-national government level, overlapping jurisdiction, sharing cost and benefit of natural resources were some of the issues that the program intended to address for a successful implementation of the fiscal federalism in Nepal.
Dr. Baikuntha Aryal, Secretary, National Natural Resources and Fiscal Commission (NNRFC) was the keynote speaker of the program.
The high-level interaction program witnessed the participation of high-level government officials from National Natural Resources and Fiscal Commission, Ministry of Finance, National Planning Commission and senior economists and academicians.
